Example according to your "logic":
Some dude throws trash on the ground, somebody calls cops on him, they arrive, he darws gun on them and gets killed.
And title says - man was shot by cops because of littering.

It's not a bad title, it described his crime. If the cops shoot a bank robber that's fleeing, they don't say "cops shot man running away" they call him a bank robber because that's the crime he committed. In this case the crime he committed was illegal camping in the middle of the desert.
