Say hypothetically you have a bunch of old video content back from the days of lower resolution standards. 2006 or whatever. But they're still popular with members/surfers and you want to update them a little - not expecting miracles, just a bit larger so the images aren't so pixellated on modern devices.
The original raw video is long gone, so all you've got to work with are low rez clips to upscale. Obviously just jacking up the size in your video editor won't help, but there are some fractal oriented enlargers for images (

If it were a Premiere plugin that'd be ideal, but I'm down for hearing about other options too.
