I was going to say that there was a truck next to her and that's why she couldn't move over.
She could have floored it and sped up to pass the truck, but then she's speeding.
I never heard of anyone getting out of a speeding ticket because the guy behind them wanted to go faster.

When she finally passed the truck, the guy behind her moved into the lane before she could
then tried to cut her off.
