If I went to any country where the population didn't speak English, I'd be expected to learn. Hell, I'd -want- to learn. That way I could assimilate into their culture more easily.

It seems like that would be the ideal situation, instead of having a segment of the population that self segregates and makes no effort to connect with the people in their host country.
