Alot of people are asking the question "what is the difference between responsive design and normal design".
Well, alot of people would disagree with the way i'm wording it, but in the simplest terms, its basically a CSS workaround that alters the size of your web page depending on the max screen size of the device you are using, eliminating the need for multiple designs, multi stylesheets and the good old redirect to mobile.yoursite.com.
