Not cookies. There is a new Intel chipset built into motherboards that track what sites you visit and how long you were there and your email address. This is uploaded to your Internet Service Provider everytime your computer restarts. When you log into Facebook, they have a specialized API that pulls your IP address file from your ISP. Facebook then builds a customer profile based on your information as your ISP sells them this information on a weekly basis. Mark Zuckerberg created this deal with ISP's in 2009 called the "C.ustomer R.ecords A.cquirement P.latform"

What happened is your probably restarted your computer after visiting Target and then Facebook was sent that information. Tied it to your email address and displayed the ads for you.
