Absolute Control of medias,control of governments, control of land by force (IFOR,KFOR, etc..), control of any decision of macroeconomic level, control of who will participate in political life of country, arresting and putting behind bars all people that were resisting (politicians or military staff that ) or that would try to resist, complete economic takeover from companies to banks, ordering not to let Russian money and banks into country for more then a decade, etc.. Puppet regimes that need to ask for permission for any bigger decission. That is not middle east where you need tansk on streets. Ocupation can be on various levels as stated above.
