When i lived in Vladivostok in the 90's/early 2000's... GIBDD (formerly GAI) were getting shot constantly. In the late 90's at GIBDD posts, they had to wear a bullet proof vest and a flak jacket. Thats a simple fact. I was there. It's a fact just like all the other simple facts that you insist aren't true. And no one but you is comparing anything to the USA.
BTW... for a while in the late 90's, the did change the law to make it legal for GAI to shoot at anyone who didn't stop and a lot of people got shot and got shot at. It was obviously a horrible idea being that GAI was well known for attracting the dumbest human beings in existence. The law was eventually rescinded. I am starting to suspect you are in a mental hospital posting and the truth is that you've never been outside the front doors.
