What country are you talking about? If you'll get caught with a gun, you'll get 2 years of prison. If you shoot a cop in Russia you'll get a lifetime sentence, because it's considered as a very serious crime. So it's an extremely rare case here if someone shoots at police. And vice versa, it's very rare case if police shoot at civilians in Russia (incomparably rare than in the USA, for example).
