By using undisclosed email,accounts they were breaking the law and likely trying to circumvent public access in order to hide shady shit and under the table deals. This isn't a "simple" mistake, my cousin is a staffer for a very well known congressman and it's something all staffers are certainly made aware of and they know to follow the law.
If Walker's staffers were doing this, they certainly knew they were breaking the law and you know damn well they didn't do it on their own. It's very obvious that something like this is just a way for the guys in charge to claim they knew nothing, which of course Scott Walker will claim. He will also be lying it ass off when he says this.
The other issue, is staffers are not aloud to do campaign work on the govt's dime. That means they can not do work on the campaign while the tax payers are paying their salaries. This means if he was using staffers to make campaign calls or what ever while they were getting a govt paycheck they were breaking the law. They have to be off the govt's time clock while doing campaign work.
They would have to be off the govt clock while doing campaign work. This is for the very obvious reason of not having tax payers funding a sitting candidate's campaign giving him a unfair advantage.

It seems to me they intentionally used third party email to hide what they were doing. Keep in mind here that people went to prison because of what they did, not the fact that they were using gmail.
That's like avoiding the phone in the governor's office and using a burner phone that no one can trace.
