Both. But you have to read between the lines...

The DA is saying not in my town. He's not going to search out these cases but if he gets one he's going to go hard in the paint, no pun intended. Who wants to be the Harold Freeman of Arizona ? Like in NH I think there are great First Amendment arguments as to why porn production should be legal but expect to pay 6 figures in lawyers fees to get to that point. Who has that kind of money anymore.

I would say AZ and especially Phoenix is not porn friendly.
