If he lives in a hospital, I would bet there are certain privileges. Might be worth a try to talk to some staff or put some effort into a phone call with a complaint about unruly behavior.
I would normally say that's overstepping bounds but this "Chris Butler" has caused a lot of uneasy suspicious day in and day out on the board, far beyond absurdity.
It's now understood why he has so many nicks.
