Most trade scripts use cookies to track which trade the surfer came from, so if they have cookies disabled then the trade doesn't get credit for the clicks.
And spunky1 is wrong, a surfer with cookies disabled can still present a valid referer.
If you send a no cookie surfer to a trade you will be credited for the hit in, but your prod on their end will fall as none of the clicks are tracked.
