25% of the uninsured are small business owners and they are mostly just going to get fined. Big business is even exempt from paying proper fines, if they fail to provide insurance, but small and medium businesses are not. At least in the State of California, if your business grosses any remotely reasonable amount, you do not qualify for help, but it seems you can be fined for not being able to afford insurance. Medi-cal is based on gross and not net.
