Well, if you are buying traffic/ads etc from a place like Plug Rush then your business model is differant than mine. LOL You could certainly build 100 sites but what I'm talking about is taking the plunge and becoming....cue dramatic music here....a Program Owner! Yes, become a Sponser, start your own affiliate program, paysites, etc etc. Getting the content is the tricky part but if we're talking about 40k then I would actually spend about 5k getting as much (quantity over quality, trust me now) content as possible. I'm talking thousands of pics and hundreds of vids, even if you have to buy older SD content (better anyway).
THEN you create your network of paysites. Start with one, then another, then another, also building your affiliate program. If you don't know design then spend (max) another 5k on very simple designs. That leaves you 30k, but let's see where all this content and paysite building gets you first....
Then it's the same: traffic (and affiliates). You need them both so go get 'em. LOL For those playing the 'buy traffic-send it to Sponsers' game I can't help you because I, as the Sponser, am the 'end destination' for where affs send their traffic.

EDIT: Sorry, that's for someone with 40k. LOL For someone with $0 to spend on content (or design) then you must:
Trade your sweat for content and split profits with whoever owns the content
Learn design yourself.
When money starts coming in you can then do the original above advice.
