I noticed that, too. Mostly forums and news sites appear on the first 30 results, especially on adult search terms.
A horny surfer won't visit #1 when it's a news site talking about "porn is bad", so they will go to results page 2, 3, 4 if they have to. Google can't tell users what they have to like, it still remains the users decision.
Funny example:
When searching for "new porn sites" on # 7 appears this one:
Porn Harms
pornharms.com
We know that this just means the Internet porn companies will expand to those domains as well and thousands of new porn sites will appear. Join us in the fight
