I can tell you that this should be the LAST RESORT unless you have a lot of time, patience, and money to deal with the headaches of building a good one from scratch. This is not a slam on the developers I used (2 different developers, 2 different cms's), I actually got off very lucky on the final choices and happy with their work to date and end product.
That being said, there is endless grief, no matter the developer, when you're building a content management system like you're proposing. Including the architecture, testing, additional modifications, etc.. In short, it's not for the faint of heart, that's for sure.

Holy shit, THIS. A thousand times, this. Be SO sure you need something custom before you take even a step down this road. 90% chance your project is unfinished, poorly written, poorly documented, written by more than one coder (because you had to fire the others), or is written with old design paradigms.
In this industry, I've had a chance to see a lot of code. I've seen horror stories, with very few exceptions. Major products you have definitely heard of aren't even object oriented, and the overwhelming majority use deprecated methods like mysql or mysqli instead of PDO.
Put some SERIOUS thought into who you choose, and vet them HEAVILY. Multiple RECENT references for COMPLETED jobs of the same scale.
