I would imagine this is rather common with International law.

I do have an issue with driver's licenses, however. I don't believe we should have out a driver's licence to any non citizen who wants it. I can't move to the UK and get a driver's license there, but I believe I can get a international driver's license which is for foreigners. (Correct me if I am wrong please.)
You are wrong! I i have driven in many countries and never had a problem. they would prefer you get an international drivers license, which is basically just a standard format translated drivers license, but ive never ahd a problem being pulled over or renting a car without one(even on opposite drive countries). not every country is uptight like america, many cops will just shrug and let you go, policing should be to keep people save, not an income source. as long as you KNOW how to drive and someone approved it, thats within the 'spirit' of most driving laws.
