I agree with you. Redtube for example has lots of stolen content, full videos of NA and others, uploaded by anonymous or some user accounts with hundres full videos. Their comment is simply: We can't review everything that is uploaded by our users.
On the other hand, a simple webmaster is not allowed to upload licensed content with a watermark to his own free sites (unless you have an affiliate program via CPP). Comment: We are reviewing submissions regularly and will delete such videos in short time.
