The problem is that the people who are over reacting are people who want others to protect them. I get where you are coming from, and I'm the same way, it's my life and I'll deal with the consequences of my actions. But very few people are like that and want to be taken care of instead of accepting responsibility. These are the types who always freak out, because they can point the finger to someone else and say, "IT'S YOUR FAULT, NOT MINE!"
And while you are correct about never stopping drug users and gay sex, the fact remains that no one has to hire those people. That is a choice everyone has to make, and after they make that choice they can't be surprised if they hire one of them, or fuck one of them, and it turns out that he has HIV.
