I remember one episode of South Park when some guy called Dave (If I remember right), scammed other out in some kind of ponzi sheme business and after he didn't pay the IRS, the guy Dave got pretty much fucked. They also portrayed a chinese guy in the episode that was of the guys affected, so you may be right.
