The US was darn lucky the Japanese didn't press the attack and hunt down it's few carriers. It would have been a monstrous risk to know the attack would be coming and just let it happen with the assumption you could absorb the blow.
What really happened was a false sense of security based on the shallow depth of Pearl Harbor and the arrogance to believe the Japanese were not capable of such a successful attack. Do you know how many times in war an enemy has been underestimated? It still happens to this day.

The best part is they flew over the oil reserves to attack the boats. If they had just shot the tanks of oil, the whole Pacific fleet would have been stranded.
