1500 UAH actually sounds a little high for the "average" salary, but it takes many factors into account.ha

Government officials make a crazy amount of money compared to the rest of the country (~$3000/mo). High-tech people make the $300-500 range, many business people make good (unreported) income. But it also does not take into account the great number of unemployed, either.ha

Teachers make about $75-80 USD, not UAH, at the elementary level. That goes up to roughly $175 for a seasoned university professor or school director.ha

--- Edit ---ha
Larry needs to visit Ukraine and spend some time there, before he listens to what the government censored papers say.ha

Unemployment and underpayment is a big problem, which is why nearly 14 million Ukrainian citizens have left to take jobs in Western Europe (many of them illegally).ha

Many people in Ukraine work "under the table", at least partially, which makes it nearly impossible to get accurate statistics on salary and unemployment. But believe me... Ukrainians do not "average" $652/mo (3000 UAH).

My wife was a professor there until recently, we lived there until March 2007, and my monther-in-law is still a school director there.
