Then there is something wrong with his judgement, ability to assess risk, with his inhibitions, sense of morality and ability to control his impulses. A more likely explanation is that he has brain damage being that those things (judgements/decision making/many personality traits) are largely centered in one area of the brain (prefrontal cortex) and easily damaged by either head trauma, lesions, strokes etc or the result of some other developmental problem.

Interestingly, its also the last area of the brain to fully develop and its not completely developed until our mid 20s.... this is largely why most teens are morons and why they will do things like beat someone up or break into a store or home, make a video of the event and then upload it only to be arrested later.
