Very easy. Take
http://www.buquebus.com.uy/ over to Montevideo and open US$ bank account. You can also use your Paxum card in Montevideo to withdraw US$, but I think the daily limit is 200 US$ per ATM. Or open bank account in US or anywhere else. Alternatively, ask foreign friends to bring you US$ when they travel to ARG.
