ffmpeg can help. Also there is a program such as gifcicle or such for linux. Sorry I haven't done it yet on my Windows 7 laptop to suggest Windows products.

Fully automated tools usually are easier but they often give less precise control. It's good to be able to manually remove certain frames sometimes to get exactly what you want and to keep the size down.
