If you've got his ICQ number and he's communicated with you through ICQ, then you may already have everything you need (His IP address). There's ICQ hacks out there to show the IP, and I believe clients such as Trillian and GAIM will also show the IP. Of course netstat will also work. Not sure if he's clumsy enough to use ICQ without proxying it, but it may be worth a look.
