And "Administration Costs" are essential to any large organization that needs to mobilize thousands of people and direct resources coming in from dozens of different countries- how are administrations costs avoidable... VDbucks is not talking about "Administration Costs" he is saying that 90 percent of the funds go directly into the pockets of corrupt officials.
