Most of the large Government contracts go through distributors suck as
ATK (ammo distribution, not the porn company).
The distributors handle certain manufacturers leaving many other MFGs open to regular production and sales.
Also, just because Homeland contracts for X # of rounds does not mean that it's all at once or even that the full # is actually delivered.
As far as material availability, yes you have a good point there but in most cases the MFGs don't fill LE orders first as LE typically does not buy direct from the MFG.
I'm friends with the owners of a fairly well known high end ammo manufacturer. Before Sandy Hook, they had over 3 million rounds of .223 ammo in their warehouse and all their distributors were well stocked. Within 2 weeks of the shooting, their warehouse was empty and their production was backordered for over 2 years.
Normal citizens are buying the ammo and creating the supply and demand issue more than Government contracts are.
