No, you have messed the things up. If she were in the USA we would assume that she has escaped or she was killed / tortured somewhere in Guantanamo or in one of those secret CIA/FBI prisons where they

In Russia when she's "
на этапе" we all know that first of all she'll spend some days "
на сборке" (while there will be enough prisoners to move them on a train) and then she will spend a few days on the way (you know,
Russia is very big and sometimes it takes more than a week to transport someone to another end of the country on the train). All this time the prisoner has no fixed address so dimwitted people may think that prisoner has disappeared.
