Going after ad networks or hosts might make things a little more difficult, but it's not solving the real problem. If people steal from others they should be hunted down and put to justice. The real problem though is that justice doesn't provide any means to do anything. A DMCA and a 'please don't do that until we catch you again' is all that can be done legally...
