Not that simple..
Basic requirements are to add like Pregnancy coverage for Every Female. Even 50+ year olds. Thus, when a Policy changes even one little bit, it can NOT be grandfathered in, and then most policies offered
LOT higher and LESS Coverage.
Basic requirements are not the same as "If you like it you can keep it"
It's total BS and you know it.
