Canadian owned company yes, but it has a large US division run and staffed by Americans. One such American is Toni McCall Townes-Whitley who runs the division that was awarded the contract and who also just happens to be good friends with Michelle Obama.

Townes-Whitley joined CGI just seven months before they received a no bid contract for Obamacare. Not only was it a no bid contract, other bids were never even opened. No one else was ever considered for the job.
Townes-Whitley, Princeton class of ?85, leads CGI Federal?s Civilian Agency Programs (CAP) Business Unit, which coincidentally is the division that received the contract from the Obama administration. CGI was one of 16 companies approved for tech contracts under George Bush.
