its common knowledge that the feds spend money like spoiled trust fund children. when you appropriate funds to the tune of several trillion per year, & when your life is ensconced in wealth, & lobbyists are constantly begging to hand you six figures to support their cause...its easy to lose track of a billion here, a billion there...
