i hope it works but trying to put myself in the shoes of a <25 year old healthy person who's never required medical attention, and living paycheck to paycheck, not sure if that sort will bother to sign up.
The 20's crowd is the majority of our workforce.. healthy young people with few exceptions. So far, not a single person has signed up to our health insurance. I get reports on this weekly so if it changes and there is any kind of change to group enrollment I will report that.

You are right about the math DM.. the fine or a big monthly$$$ commitment for something they don't think they'll need.
