oh, that's what it sounds like to me as well, but id say there is some law connection due to this 'furnish' term.
I agree with your logic, but the legal definitions i could find on 'furnishing' is to 'urnish verb accommodate, accouter, afford, appoint, apportion, arm, bestow, contribute,' et al
