Of course Sparks, Nevada is hardly the middle of the ghetto but gun ownership is widespread in that area. I have no problem with responsible gun ownership at all. However, like most these "psycho kid rage"cases to date -- this kid got hold of a firearm by other than legal means -- that is the problem in a nutshell.
Make it a felony (5 year) for the use of a firearm that you purchased in a crime and enforce it -- you will see some behavioral changes fast!
