I've been told you can add your Paxum / Payoneer Mastercard as a payment option and then when you pay someone, you can elect to use one of the Cards on your account to use as the payment source.
I assume, therefore, you could use the card to load Paypal. I've not done it myself, but more than 1 person has told me they use their Paxum/Payoneer cards as a payment source on their Paypal accounts.
The money, of course, has to be on the card and you have to allow for fees to be deducted from the card balance. Keep in mind, PayPal probably adds their own fees on top of it (Paypal charges ridiculous conversion fees).
