I am all for globalization on a competitive basis, but do you think that the EU would hire an American or Asian company to create government websites of importance for them?
That said, creating a website like healthcare.gov is a huge undertaking but they have had time to plan it out and that planning is a debacle. Again, I call on the Secretary of HHS to resign, if she doesn't: Obama should axe her and find someone competent to fix this mess.

CGI is a Canadian headquartered company, but they are global and have a very large US presence:

So chances are that all or most of the work was carried out in the US by US workers. That is probably one of the requirements of getting a contract with the federal government.
