A low bouncerate says that the traffic and the site/content are matching. That's always a good thing.
It could be what it's all about, everyone's different, though.

For example, for site owners that the membership is for that site, yeah bounce rate is very important. Also for the affiliate primarily monetizing on things like CPM ads, popups with no limits, CJ tricks, etc.
But for the standard affiliate, it depends on a lot of things. For example, if a surfer is on a blog and clicks on a banner first, then that's a negative bounce but closer for a sale for that affiliate. But if that blogger decides to make a tour page on that same blog url and link the banner to it, that's a good bounce and closer to a sale, but might or might not appeal to the surfer more than the regular affiliate tour link would have..
