Instead of a constant stream that would result in a blur like a photo of a f1 car going past your eyes work by taking a series of pictures and lacing them together like a camera joining together a panorama. The second the is discounted as being a duplicate of something you have already just seen so the joining together skips it.

This is why I don't understand people who don't like to read subtitles in foreign movies. After a while, you're not actually reading it, but taking a mental picture of it without missing the visuals.
