True, but it has potential and plenty of room for growth.
Facebook is something that people usually tend to check periodically throughout the day, Twitter users have potential to be more engaged. For example interaction with TV shows, sporting events etc. Real-time event based targeting for advertisers. They have the advantage of a captive audience. That has huge potential for value per end-user.
I'm sure they're working on other monetization methods as well. Their reach on the mobile platform gives them the upper hand to be a pioneer of mobile monetization.
I'm guessing its gonna be a little rocky at the beginning based on current conditions, but the long term potential is huge.
