So, it is not possible he had a destination, he had to just be tooling around enjoying the sights? You might want to look up the definition as that would imply he was going slower than the speed limit which conflicts directly with your comment that he was likely going over the speed limit. He could not be off to take his family to the shore, to go shopping, visit friends?
