That's actually not correct. Howard is against the death penalty nowadays and has been for many years due to the large amount of cases where innocent guys have been sent to death row in many states. But back in 1994 when he ran for governor of New York state he was very much in favor of it. His three campaign platforms were 1- To *reinstate* the death penalty in New York state which had previously been abolished and to fill the potholes in NYC's roadways with the ashes of the executed; 2- to mandate that all roadway construction in the New York City metro area would be done only at night so as not to inconvenience commuters; and 3- To resign from office as soon as he had done those two things and let his more competent lieutenant governor take over running the state.
