You have to remember that just prior to Walt's little chat with Skyler that her sister was on the phone explaining to her that the police were receiving many many phone calls with sightings of Walt all over town and even threats of him blowing things up...she said that the police were being "stretched pretty thin"...clearly, this was done by Walt as a plan to allow him to move about with more ease.
Having an unmarked car watching Skyler's house with 2 officers would be reasonable. I see no problem with this plot detail. You also have to remember that at least 2 months had past since the nationwide manhunt as Walt was in hiding and no one had spotted him in all that time.
