I think he planned to stay standing and mow himself down with it, until he saw what happened to Jessie and decided to knock him down below the firing line to save him. If that bullet hadn't hit him I wonder what he would have done next. Walt doesn't seem the type to be able to shoot himself in the head with a handgun... and I can't see him really turning himself in to anyone. When he was walking around the lab I figured he had rigged it to explode... as a way to end his own life and take all his toys with him.
The at peace ending they filmed was so much better than any explosions would have been. Sort of the exact opposite of the Crawl Space episode emotionally but with the same ascending camera angles.
