If they want current generation fighters, they will either need to pay more money or reduce the quantity of fighter that they want. For their needs, the second option seems like the better one.

Unlike US they cant just say "fuck it, we will pay contractor 5 million dollars to import sand into Iraq so troops can play beach volleyball". Looks like they actually have to consider spending, vote on it VS just printing more money.
