nowadays, you'll most likely have to pay to submit a gallery... but even if you do, it will be well worth it then over a free site.

The reason to have partner accounts was to stop the garbage submissions with viruses and pop ups; plus auto submitters sending 20 galleries a day with the same pics.
Taking submissions is what made a TGP thrive. All the things you just said are what killed it.
Do you say the same thing about tube sites? : "Tube sites lose money from free user uploads".
The only reason I stopped taking submissions was because surfing 1500 galleries a day to find 50-100 to post was too much work for one person. And with 80% being malware, popups, rip offs or just crap, it was too hard to deal with.
