I'm trying to think of reasons why this would be the case. Maybe in part because many people still get paper CC statements, which gives them another opportunity to notice & think about the charge? Whereas Paypal is nearly all electronic. I'd also wager people don't check their Paypal online statement nearly as much as bank/CCs.
