Sounds like you've seen that firsthand (in mainstream)? It'd be interesting to check the #s on this and see if they really do average more/longer rebills and if so, just how much.
I'm trying to think of reasons why this would be the case. Maybe in part because many people still get paper CC statements, which gives them another opportunity to notice & think about the charge? Whereas Paypal is nearly all electronic. I'd also wager people don't check their Paypal online statement nearly as much as bank/CCs.
